Independent, however, of the injurious effects to Her Majesty's Forces caused by leaving any source of disease uncontrolled by Medical Inspection, I fear there are many disgusting abuses and immoralities connected with the Chinese Brothels, which public policy and decency require to be reformed. The withdrawal of a License and the summary closing of any Brothel, which can be flagrantly ill-conducted, effected under the enclosed Ordinance, will no doubt give such facilities for reform.
